The motions are the fundamental political instrument with which the councilors and political groups have representation in the Consistory to raise proposals and submit them for discussion and vote in plenary.
The development of this activity is the maximum expression of the diversity of options and ideas that exist in democracy and, therefore, it is essential that the plenary decisions do not become a simple process without effective compliance due to the lack of will of the Government team .
It is easily verified that in the last years and months numerous motions and other proposals have been approved that have not been subsequently developed, and whose control and monitoring is complicated by the rest of the political forces.
It may also be the case that the measures finally adopted are not totally faithful to the spirit of the motion, proposal or agreement, or of the objectives pursued by the proponent, because it cannot participate in its implementation or express its opinion .
Therefore, the Socialist Party considers that it is necessary to adopt measures aimed at achieving a transparent, efficient, simplified and democratic municipal administration.
In short, a management model that reflects in its performance the proposals made by the different parties that make up the local corporation to collect the feeling of citizens and thus demonstrated the willingness of political representatives to work together for the good of the municipality.
The Socialist Party claims that all motions passed in plenary must be a priority for the municipal government, so that everything discussed in the plenary sessions must be the undisputed starting point that guides and drives political activity.
In line with these considerations, the government team should rethink if it is logical that the approved initiatives do not have their reflection in the budgets and that their compliance is ignored, with the addition of the bad image that moves to society, disenchanted with the political class if lack of seriousness, informality and inefficiency in its management is demonstrated.
In this sense, we propose that the incorporation in the call of the plenary sessions of an initial point such as "Activities of Control and Monitoring of the Management of the previous plenary session" serve to give due response to any member of the Consistory that is interested in any approved issue in the previous plenary sessions, whether proposed, motion or correction, it would be an improvement with respect to the realization of this exercise of control and transparency in municipal management.
We conclude that, in this way, specifying the moment to obtain such information in the plenary would facilitate the different political groups the task of obtaining information on the state of execution and the processes carried out by the Government team, although later also Ask the information to those responsible for each area to investigate in each particular case.
In short, this system for monitoring and controlling the status of motions and other agreements approved in plenary would be convenient to achieve two fundamental objectives:
a) Ensure compliance with the agreements adopted.
b) Enrich the proposals with the participation of all municipal groups (also requiring a commitment to collaborate to make the proposals that come true) and, if appropriate and appropriate, incorporate various groups, representatives from different fields of society, could provide proposals and advise or advise us on certain specific matters.
Therefore, the Socialist Municipal Group will take to the next ordinary plenary session in January a motion aimed at ensuring that the agreements reached in full are executed by the Government Team.
