The Community of Irrigators of Puerto Lumbreras has drafted a manifesto against the implantation of photovoltaic energy generating plants in irrigated lands in the locality.
The three political groups with representation in the Municipal Plenary will approve a joint motion, at the proposal of the mayor of the municipality, with the objective of supporting and subscribing the manifesto of the Community of Irrigators
According to the manifest, the installation of a photovoltaic power plant in the lands assigned to the irrigated perimeter of the Irrigation Community of Puerto Lumbreras would cause the loss of irrigation consideration for said lands by the Confederación Hidrográfica del Segura (CHS), which would imply the passage to dry land, and the loss of the corresponding water concession.
In the manifesto, the Community of Regantes details that, from the perspective of employment, the photovoltaic plant would occupy some 1,300 hectares of land and according to the preliminary draft of this installation, would occupy about 50 people.
Thus, the manifesto explains that for every 260,000 m2 (26 ha) of land a person would work, or what is the same, 0.038 jobs per hectare (ha).
In contrast to this data, currently with the type of cultivation carried out in this area, mainly vegetables, and taking into account data from the Ministry of Water, Agriculture, Livestock and Fisheries, which according to the Order of November 26, 2015 in its annex I, indicates that the intensity of employment for these crops is 0.45 direct jobs per hectare (ha) and year for vegetables, if you also consider the indirect employment generated by these crops, machinery to condition the land, drip irrigation installation companies , seedbeds that provide the plants, technical personnel of control of crops, hortofrutícolas warehouses of processed of the products and carriers, obtains an average intensity of employment net of 0,6 total employs by each hectare (has) and year, supposing a loss of employment in the 1,300 has 780 jobs, which means that for every job that is generated with the photovoltaic plant will be at the cost of losing 15.6 jobs in the ag
river.
On the other hand, the manifesto reflects the benefits of photovoltaic technology from the point of view of the environment, but the Irrigation Community insists that "those same benefits would also be obtained if the plant were located in another area of the municipality with less agricultural and livestock possibilities and that it does not seriously compromise the economy, development, progress and welfare of the municipality.
