The Councillor for Equal Opportunities, Child and Volunteer, Catherine Gázquez presented at the last plenary of the Municipality of Puerto Lumbreras, creating a "Local Council for Children and Adolescents" in order to ensure participation of political and social life of children in Puerto Lumbreras, collected as a right in the Convention on the Rights of the Child.

This new structure of child participation would consist of 15 members children, ages 9 and 15 years, elected democratically by the children in primary schools and secondary schools in the town and villages.

The Council, which would meet once a year on a routine basis to address issues related to children and the municipality as well as the needs, concerns and suggestions of the smaller municipality would be chaired by the mayor, Pedro Antonio Sanchez, Councilwoman Equal Opportunity, Children and Volunteer, Catherine Gázquez, the mayor of Education, Culture and Celebrations, Isabel Garcia, as well as representatives of the municipality AMPAS.

Involvement policies meet the criteria of universality, that all children in the village have the opportunity to participate as candidates or voters, who are representative, not manipulative, that is, to express the views and proposals of the children without government intervention, or adult.
