The Covenant of Mayors arises from the Directorate General for Transport and Energy of the European Community in order to reach and improve the proposals to combat climate change, the "20 20 20."

All Heads of State and Government have pledged to reduce EU emissions by 20% by 2020, and also to that date, 20% of energy from renewable sources and energy efficiency increase by 20%.

In this context, the Covenant of Mayors as one of the most innovative and ambitious projects of European legislation, because it linked to the municipalities to make an immediate commitment of work, planning and results with the ultimate goal of improving productivity, taking care over European natural heritage.

Participation in this project also involves the inclusion of more ambitious targets than those set out in general by the EU itself so far as the signatory municipalities should exceed forecasts the best European and create a Plan of Action for Sustainable Energy will get lower 20% CO2 emissions by 2012, not 2020.

A Puerto Lumbreras was given the accession process on June 3, 2008, becoming the seventh European city to do so, when they began the process that will culminate with the signing of Pedro Antonio Sánchez at the Official Ceremony Pact Mayors in the European Parliament on 10 February 2009.

Brussels will host the birth of this project in a meeting attended cities across the European framework, such as San Sebastian, Madrid, Barcelona, Paris, Rome or Lyon.

Besides the reduction of CO2, the pact calls for the township's acquisition of other commitments associated with caring for the natural environment.

First, the project needs of the rapid establishment of appropriate measures, so that all members of the Covenant must be ready to engage in strategy and work plan within one year after its signing.

For this reason, because Puerto Lumbreras was one of the European pioneers in this respect - the seventh in Europe - will also be the first to present its strategy for energy sustainability, which must be completed on May 19, 2009.

The Action Plan will continue to achieve this goal will be supported by the municipality in its entirety and seek other financial support to regional, national and European level, including funding programs and international bodies.

In parallel, city structures adapted and started shares of sensitivity and help ensure the active engagement of the population.

Finally, municipalities achieve part of this European project shall undertake to organize an "Energy Day" or "Day of the Covenant of Mayors" in collaboration with the European Commission and other stakeholders to disseminate citizens the benefit of a more intelligent use of energy.
